TortoiseSVN crash report always opens Windows Mail

Hello,

I use Outlook on Windows Vista x64 and I have set Outlook as the default
mail program. When I select a `mailto:` link in any web browser, Outlook
opens. However, when TortoiseSVN crashes, it opens a new message for the
crash report in Windows mail. I don't have Windows Mail configured, so I
have to copy the info and attachment over to an Outlook message.

Is there any way to configure so that the crash report opens in Outlook, or
whatever default mail program I select?

I have attached 3 screen captures to show the default settings on my machine
(Programs > Default Programs > Set Associations).
