So you use external utility, yet you don’t want to provide it with password for ssh session (-pw parameter). Its TortoiseSVN job to provide such data so child processes. Its not plink job to store password (or guess it :)

And I said in my very first message I know about authorized_keys method (by public key). This is sshd server dependant and has nothing really to do in password authentication.
