Not win32, but only XP. win32 on Vista/Win7 still have all those
overlays too, but there the load-order is different so (by luck) some
unimportant handler wasn't loaded, but still one (or more) of the
handlers wasn't loaded either. Just not the 'normal' handler but some
other which isn't used often so people didn't notice.
