Can you please do me a favour. Could you install the overlays msi from here:
http://tortoisesvn.tigris.org/svn/tortoisesvn/TortoiseOverlays/testbin/
(the msi, not the msm).
Just install it over your 1.6.4 version of TSVN. Then reboot and check
whether the overlays still work fine.

If they do, I can at least narrow the problem down to the
tortoisesvn.dll, and if they don't I know the problem is in the overlays
dll.
