This doesn't make sense. Every working copy (read the docs to make sure you
understand that term) refers to exactly one repository (make sure you also
understand that term). SVN repositories do not refer to "working folders",
whatever that is. Also note that there are no TortoiseSVN or Subversive
repositories, both are Subversion clients and thus create Subversion
repositories.

Please read the documentation, in particular when such a revision number is
changed. It will then become immediately clear why things in different
repositories have different revision numbers. Further, the file's version
didn't change because you installed Subversive but it seems to have changed
due to some other things you did after installing.

Seriously, most of your questions on this list would have been answered
already by you reading the instructions. There is no way around it, so do
that now. Bothering people to spoon-feed you SVN basics is respectless to
those people who provide this help in their free time without charge.
