That description suggests that TortoiseSVN (1.6.5 onwards) and TortoiseCVS (1.11.3) are using independent copies of what should be their identical and shared TortoiseOverlays component. What should happen is that a single TortoiseOverlays defines nine Windows Shell overlays, where on Windows 7 about ten are available. If you have two TortoiseOverlays installed, they will try to define eighteen between them, which is well over the Windows limit.

If that guess is right, there must be something wrong in at least one of

(a) TortoiseCVS installer
(b) TortoiseSVN installer
(c) TortoiseOverlays installer (should not have installed two copies)
(d) TortoiseOverlays code (should be fully compatible with older products)

I do not know enough about any of these to make any more precise suggestions.
