With TSVN cache set to none the command line client does not have problems,
at least in my testing so far.

I attempted to convince the powers that be a while back and was
unsuccessful. Perhaps I'll have to go down that path again. I fear that
the knee jerk reaction will be to kick Subversion out the door instead of
change policy or AV software. :-(
