It is not at all clear from this thread what test conditions you used.
At one point you seem to be saying that with TSVN cache set to shell
the command line client also has problems, and with the status cache
set to none the CLI has no problems. That doesn't make a whole lot of
sense as the shell cache only does anything when you right click in
explorer.

Did you get anywhere with disabling the AV software? That is normally
the number one culprit in such cases.
