Yes, if you checkout a so called "sparse working copy". See
<http://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-checkout.html>.
This way you can checkout selected folders and a later update will only
update these and not checkout the rest of the repo.
