You have to break the lock:
Shift-right-click on the file, then choose "break lock" from the context
menu in explorer.

FYI: a lock is not assigned to a user but a working copy. One user can
have multiple working copies, and a file is locked only in a specific wc
- otherwise it wouldn't make much sense.
