Proxy Authentication Error Appears Out of Nowhere

One of our users has received the following message when attempting to
use Tortoise:

"(407 Proxy Authentication Required)"

He has had no difficulties until today and the proxy settings work for
all other external sites -- including Subversion itself. Does anyone
have any idea why this issue would come up out of the blue and why only
the Tortoise application seems to be affected?
