Can't View Icon Overlay on Files

I don't see icon overlays on files, but I do on the directories. The
directory icons aren't being updated when I have a locally modified file
(all show the green check box), but that may not be surprising since the
files don't display icons.

I'm pretty sure they were there before but not sure when they stopped
displaying. I did have TortoiseCVS installed, but have unistalled it (and
rebooted) and still no file icons. I upgraded to TortoiseSVN 1.6.5, Build
16974 - 32 Bit (and rebooted) and still no luck.

I'm running Windows Vista Home Premium (32 bit) and I have set the exclude
paths to "C:\*" and the include paths to "C:\devel\subversion". Otherwise I
have not modified any TSVN settings.

Does anybody have any thoughts/suggestions on this?
