A report on this list a couple of days ago
(http://tortoisesvn.tigris.org/ds/viewMessage.do?dsForumId=4061&dsMessageId=2386897)
indicated that the active virus scanner indeed was the culprit.

Did you really disable Nod32 sufficiently during the install?
