I perceive much the same problem, except with a significantly different configuration. To clarify:

Server: VisualSVN Server 1.7.1 on Windows Server 2003 R2 x86
Client 1: Windows Server 2008 Enterprise x64, SlikSVN 1.6.4_1 x64, TortoiseSVN 1.6.4 x64
Client 2: Windows Vista x86, SlikSVN 1.6.4_1 x86, TortoiseSVN 1.6.4 x86

I've tried ignoring certain unversioned files (specifically, the /classes directories on numerous Java project) to no avail. Neither adding to global-ignores nor explicitly adding to svn:ignore seems to do the trick. Other global ignores (such as "bin") seem to work just fine though.

Strangely enough IntelliJ IDEA doesn't seem to have a problem here, but it probably postprocesses the commit list and removes anything in the output path of one of the moduels.
