  Captain Obvious to the rescue!!

  Fear not, my lad! Just go to the "K:\SVN\work\db" folder and
  create the empty "transactions" folder by hand.
  Then you may also want to create "txn-protorevs" folder next to it,
  for you'll see a very similar error message unless you do.

  The two folders are normally empty, they are being written to only
  during a Commit operation, that's why some backup/restore/sync
  procedures tend to lose them.
