Try a doubleclick on c:\program files\tortoisesvn\bin\tortoiseproc.exe
you should get the about dialog of TSVN.

If you don't, then the installation is crippled somehow (disable virus
scanner before installing TSVN, then activate it again afterwards - if
this helps please get a different virus scanner or none at all).

If you see the about dialog, then something must interfere and block the
shell extension part from starting the tortoiseproc process.
