I had this problem, too, but I did the following and it's back to
normal speed now:
1. Run clean up on the SVN folder. right click, TortoiseSVN->Clean
Up. I suspect this is what actually fixed things.
2. Disabled zipfolders by clicking start->Run... and entering the
following command:
regsvr32 /u %windir%\\system32\\zipfldr.dll
-- this comes from the SVN help: http://tortoisesvn.net/node/14
3. Adjusted my excluded folders following the steps listed here:
