SVN delete not on WC context menu for top of project

A small issue occasionally comes up when I create a project branch. After
modifying the WC of the branch and merging changes back into the trunk, I then
want to delete the branch. However, the context menu at the top of the WC does
not show the delete option. (If I drop down to sub-directories, the context menu
does show the delete option.) It is easy enough to use the Repo-browser to
delete the branch and then do a Explorer delete of the WC files. However, it
seems odd that the delete option is not displayed on the top context menu.
