Two URL lines in file property

TSVN 1.6.3

If I select properties in Explorer of a versioned file
and go to the Subversion tab of the properties dialog,
there are sometimes two URL lines at the top.

The first shows spaces, while the second shows %20 instead of them.

Is this on purpose ? It looks a bit funny.
