Checkout not complete?

Hi people,
At 1.6.2, a new phenomenon appeared lately:
- co-worker commited 2 new files
- checkout on my side gets only 1 file
- log and browser show that the second file has arrived on the server
(svn+ssh).
we noticed that if you check out a new WC the file is there. What
happens to the working copy in such a case?
