Less drastic than either of those, any time you suspect TSVNCache of having any undesirable effect, is to use TortoiseSVN > Settings, Icon Overlays, Status cache, and set Shell (or None) rather than Default. Only Default runs the TSVNCache process.

I'm afraid I can't offer any help on the cause of your problem.
