I would be very interested in an example of a situation where making Tortoise work the same way as the command-line client would break things.

I don't think there is a problem with using HEAD as the peg revision - as I see it, the problem is that you use the HEAD of the wrong branch! I think you should be using the HEAD of the branch whose log you are looking at (bugfix-1009-03-27), instead the head of a completely different branch (bugfix), which happens to have the same name as the current branch used to have.
