Mike,

try this again, this time with a dummy file or dummy changes. This must
work correctly for you, or you probably shouldn't bother with Subversion
and most other version control systems in the first place.

Also, while playing around, try to create a conflict and see how SVN and
TortoiseSVN handle this for you, how you resolve this conflict via
TortoiseSVN, etc.
