I set the Exclude settings without restarting, logged out Monday evening, back in Tuesday morning, problem still persisted (build 16251), so I restarted to make sure settings took effect. Logged off Tuesday evening, logged back in this morning, caching problems still existed with all network drives in the Exclude section with the format <letter>:\* (nothing was listed for a delimiter, so I assumed per-line).
So sadly the issue is not fixed as of build 16251 for me.
