we had taken the decision to build only language packs that are >90%
complete, because we were afraid of getting application crashes with
"fuzzy" translations.

Stefan and I have just discussed this issue. Future builds will contain
all language packs, but the "bad/fuzzy" translations will be excluded.
This is bad for some translators who mark work in progress as "fuzzy",
but overall its better for TortoiseSVN, because we can release more
language packs.

For the time being you can download and install a nightly build and
language pack from http://nightlybuilds.tortoisesvn.net/latest/
