You seem to be right, I have enabled the neon debug output in the servers file and the command line client seem to use 0.28.2.

Btw, do you know if there is a possibility to get the neon debug output in (the official release of) TSVN? I even tried to attach the Visual Studio debugger to TortoiseProc.exe to get a console, but there was no output. (Maybe there is something helpful in there, e.g. for the neon guys.)
