Can't, or can't be bothered?

Fixing the UUID on your repositories will require some time and every
user will have to redo their checkouts, but ultimately it's the right
thing. The SVN developers didn't put UUIDs on repositories because
they were bored one Saturday night.

It's probably not related to the UUID problem, but you've already got
an invalid setup. I'm surprised that you don't have more log issues
with the reused UUIDs in the cache log.
