Thanks for the posting -- I was having this problem and clearing the cache seems to have fixed it. BTW for others that hit this issue, the original message claimed that I was running out of TCP user ports, which led me down a somewhat non-productive road of TCP settings adjustment. Seems that the "cached low" bug has a side effect of opening lots of connections and closing them ungracefully.
