I guess TSVN only showes the "Remove from the ignore list" context menu
entry for ignored files since those are in a versioned folder, whereas
the ignored folder you right-clicked on is (obviously) unversioned.

To remove it you can right-click on it's versioned parent folder, choose
"TortoiseSVN > Properties" and remove the name of the ignored folder
from the "svn:ignored" property.
