I don't think this is the case. My reading of the TSVN history
indicates that this is a bug fixed in rev. 15266 of ShellCache.h, and
from looking in
http://tortoisesvn.tigris.org/svn/tortoisesvn/tags/version-1.6.0/src/Tor
toiseShell the fix was included in version 1.6.0.

TSVN didn't "have to" scan the drives before checking whether the user
had already marked them for exclusion, but it did before, and this was
changed (no doubt to improve performance).
