The Serbian language pack has not been built for TortoiseSVN 1.5.9, but
our web site lists it on the download page. This is probably a mistake
in our build script.

If it is ok for you to install & run a nightly build of TortoiseSVN, you
can find the installer and language packs at
http://nightlybuilds.tortoisesvn.net/latest/win32/
