Paste us the output of "set" in cmd.exe perhaps, or try using the
absolute path to notepad.exe, or enter "notepad" into <START
BUTTON>/Run... and tell us if that starts notepad. (Or start cmd.exe
that way, it should also fail if the PATH is broken enough.)
