It would be nice if TortoiseSVN had this functionality built in, for
example as a dropdown option in the merge dialog. (Don't modify
externals / update externals to new location / fix externals to current
revision.)

Perl scripts are nice and all, but our developers are all used to using
TSVN's nice UI; being forced to go back to the command-line to to make
branches/tags doesn't seem like it'd be very popular here.
