If I understand what you are asking, I'm pretty sure the answer is yes.

Sorry, I did have a quick read but there weren't any examples of what it
actually did to the svn:externals property, and I'm not in a position to
try right now. I meant I wanted it to change:

^/path/to/ext/in/repo path/to/ext/in/wc
to:
^/path/to/ext/in/repo_at_123 path/to/ext/in/wc
rather than:
-r123 ^/path/to/ext/in/repo path/to/ext/in/wc
