I have not seen this. I _have_ seen the behavior I talked about: Windows
keeps whatever case the user enters.
For windows functions, I guess it does not matter, but it does matter to the
Subversion libraries: different cases are treated as different users.
I, hastily, called this a Windows bug. I should probably just have called
it a poor design decision.
