Bug report: cannot ignore system files (such as Thumbs.db)

For some reason, I can't SVN-ignore "system files" (such as Thumbs.db
on Windows XP) when using TortoiseSVN, which is rather annoying when
dealing with folders containing images - they always show up as
"modified" unless I go and commit the Thumbs.db file itself whenever I
modify any images in the folder, or disable thumbnail caching in
Explorer. I can't find "ignore" on the menu for my Thumbs.db (I can
ignore other files perfectly fine), and even adding it manually to the
svn-ignore property of the folder has no effect.
