You're working off tutorials which are over 3 years old. A lot has changed.
These are questions specific to setting up a server, which TortoiseSVN
is not. These are better posed on the Subversion Users mailing list.
Read the current manual, release notes, installation guide(s), etc.
and then try to work it out for yourself - don't work off these
outdated documents. If you still have questions, specific about them,
not just a link to an ancient blog post asking "what does this point
mean?" - chances are the author of that post is NOT a member of the
mailing list.
