Problem in creating subversion

hi,

   Under this option

   IV : Start the server manually, and create a project

   Please explain the point number 4 because when i type "svn://
localhost/monkey " and hit enter the svn-commit.1.tmp file is opened
and i typed some words at the start of file then saved and closed. But
after that how 4th point is working. I didn't get any prompt to enter
subversion login or password.

   please explain this in detail.
