This question was asked recently, but on the issues list (i.e. the
wrong list). Stefan's answer then was:

"We had to disable the capieng switch in OpenSSL because the dialogs
popping up were too annoying for those not using it. Unfortunately, it
can't be configured during runtime but only compile time. So there's no
way for us to enable/disable it with an option - either it is there and
very annoying or it is not there.

Sorry, but we had to disable it because there are more users *not* using
it (and getting annoyed) than users who might use it.

If you want this to change, you have to ask the OpenSSL devs to make
this a runtime configuration."
