Thank you all for your replies.  OK, Ulrich was correct - in fact the repository was not created.  Why did I think it was - well, ...
 I followed the manual on how to start svnserve as Windows service, which is a recommended practice.  After that was done, I noticed that the service created a new empty directory c:\svn_repository.
 I think it is very reasonable, for a beginner, at this point to assume, that the service created the new (empty) repository already.  Don't you agree?  
 Maybe there should be a mention in the Tortoise manual, where it talks about how to start svnserve, that starting it, even though it creates some empty directory, it is not really a "repository" yet.  After all, the manual is for beginners.
