create the registry key (DWORD)
HKCU\Software\TortoiseSVN\CacheTrayIcon
and set the value to 1.
Then kill the TSVNCache.exe process.

The cache will restart automatically. Now it will show an icon in the
notification area (bottom right of taskbar). Doubleclick on it.
A window will pop up, showing you the paths that the cache is crawling.
If the cache is 'looping', you will see the same paths over and over again.

We have to find out what's 'special' about those paths - the cache
doesn't loop for most users, so there must be something different on
your machine that provokes this bug/behavior.

(another doubleclick on the cache icon in the notification area will
close the window again)
