This isn't a matter of preference, it's a user interface problem. If
you want the theory of it, it goes to the principle of least
astonishment - a user that has never heard of a changelog before would
be less astonished by not having one thrown at them without their
specifically asking for it. A user that specifically wants a changelog
would not be at all astonished by having to ask for one, although they
would be slightly inconvenienced.

If changelogs by default are that important to advanced users, how about
enabling it only for reinstalls, or having a registry setting to
remember the setting from the previous install? That way, you'd only
have to tick the box once ever, then forget about it.
