Bug report: don't display changelog by default after installation

I have just tried to get a non-technical user to install and use
Subversion. Although she was okay using the software, there were two
serious and easily fixable problems with installing it. This is a
report for the first of the two.

Immediately after TortoiseSVN is installed, it pops up a changelog in
Notepad. This window describes recent (usually quite complex) changes
to TortoiseSVN in a terse fashion. To a new user that doesn't
understand the jargon, and didn't specifically click on anything to make
that window appear, this is quite baffling.

Please untick "show changelog" by default in the final screen of the
installation wizard. Users that want a changelog only need one more
click, and users that don't know what a changelog is will be less
confused by the process.
