Icon Overlay not working for folders containing changed files

I upgraded from Tortoise 1.4 to Tortoise 1.5.5.14361. My problem is
that when I make a change to file inside a folder (both file and
folders are under Subversion control), the file shows the red
exclamation icon overlay, but the folder containing the changed file
and all parent folders up the chain do not change the icon overlay.
The folders show a green checkmark all the way up. My working copy is
on my local C-drive.

I tried all of the following without sucess:
1. rebooted computer multiple times.
2. Pressing F5 refresh key.
3. Did cleanup.
4. Uninstall Tortoise, remove any regristry entries showing the word
"tortoise", rebooted, installed 1.5, rebooted.

When I was on 1.4 the icon overlays worked well. I got the red
exclamation overlay on the folders all the way up the folder chain.

Any suggestions? I'm at my wits end with this. I cannot revert back to
1.4 as our Subversion repository is 1.5 and needs to stay that way.
