tortoisesvn without subversion

hello

i am really new to subversion and tortoise. i am a little confused:
many of the installation HOWTOs on the web mention installing
subversion first, and then installing tortoisesvn (on windows), but
the tortoisesvn webpage says that subversion is only needed if i wish
to create a subversion server, and that it is possible to use
tortoisesvn without a subversion server.

i installed tortoisesvn, and created a repository and am using it to
commit the changes to my documents directory (which is how i want to
use it). what am i missing by not installing subversion as well ?
