cannot checkout new svn repository

I just upgraded my TortoiseSVN version to the most recent one. I have
a repository on a server that I just created, but I haven't been able
to do so.

I'm getting different errors depending on the protocol I use:

If I use svn+ssh with an SSH account (after running svnserve -t), I
get the error "connection closed unexpectedly."

If I use just svn (after running svnserve -t), it waits for a while
and then gives me the error, "Cannot connect to host '12.34.56.78': A
connection attempt failed because the connected party did not properly
respond after a period of time, or established connection failed
because connected host has failed to respond."

I've Googled around for solutions but none of them seemed to directly
address my situation. If you have any pointers, I'd love to hear them!
