Permissions on SVN - HELP

Hi,

I am facing issue to set the permissions for Users using SVN.

I have two users, A & B.

User A - has full control over Repository and all the files

User B - Should be able to edit or read the file. But cannot DELETE any
file from the repository.

This is how i have set up both users in authz and passwd file

Authz
A=rw
B=rw

Passwd
B=P1
B=P2

Please suggest what should I do to restrict B from deleting any file
from repositoty.
