If you want the new folder to be versioned in the end, you are
creating what's called a 'branch'. Do this by right-click dragging the
original folder to its new location and then selecting 'SVN Copy and
Rename...' from the drop menu.

If you want to start a new populated folder from scratch (no history
traces to the original folder), you need to make an 'export' from the
source folder and then do an 'Add' of the new folder. Again, this is
accessed via right-dragging the folder and then selecting 'SVN Export
All here...'

Try to read the TSVN manual (and the SVN book) on branching and
recommended repository layouts. This will help you in setting up a
reasonable repository structure up front.
