The TortoiseSVN patch function can't handle UTF-8 encoding

Hi,
I was tried to Create a patch and Apply a patch. There are some problem on
it.

By default, the *.patch file are all encoded in ANSI. If the content
contains UTF-8 or other charset, the Apply patch will fail.

Sometimes, the filename become "bad word" in the "File pathes" dialog. I
don't know why.

Does any way to fix the charset/encoding problem?
