* Do you have by any chance a language pack installed?
* Are the recreated registry key values empty or do they contain your
proxy information?
* if you could get a crash dump file, please send it to me.

My problem here is that there's not much code that gets called when you
click on the network tab. All that code does is read the registry
entries, parse them (two _ttol() calls) and then set that info to the
labels and edit controls on that page. So nothing I can see which could
cause a crash.
